Alexander Bastrykin takes part in III joint panel meeting of Investigative Committees of Belarus, Russia and Armenia

On May 17, Alexander Bastrykin took part in a panel meeting of the Investigative Committees of the Republic of Belarus, Russia and Armenia, hosted in Gomel, the Republic of Belarus.

Speaking at the meeting, Alexander Bastrykin stated, “The practice of holding joint panels has proved their efficiency and significance in the context of developing and strengthening of the mutually beneficial cooperation of the Investigative Committees of the three countries. In general, we can state with confidence the continued purposeful comprehensive cooperation of the CIS countries in crime prevention, as evident by, for example, the implementation of relevant law enforcement cooperation programmes by the CIS countries.”

Alexander Bastrykin noted the positive practice of direct interactions between the investigative bodies of the Investigative Committee of the Russian Federation with relevant authorities of foreign countries - members of the Convention on Legal Aid and Legal Relations on Civil, Family and Criminal Cases. Such practice has been conducted since April 2017, when the President of Russia signed a relevant Decree.

Additionally, the Chairman of the Investigative Committee of Russia stressed that a legal platform had been created on the Russian side to implement the agreement, following the Presidential Decree “On the Central Relevant Authorities and the Relevant Authorities of the Russian Federation Responsible for the Implementation of the Agreement on Establishment and Operation of Joint Investigative and Operational Groups in the Territories of the Countries - Members of the Commonwealth of Independent States”, signed in April 2018. “Russian investigative and inquest authorities have another opportunity to fully cooperate with their colleagues from the CIS countries in the form of joint investigative and operational investigative units,” Alexander Bastrykin explained, expressing hope that “this mechanism will be properly implemented in our investigative practice and employed most effectively.”

Also during the joint meetings, there was signed a programme for cooperation between the Investigative Committee of the Russian Federation and the Investigative Committee of the Republic of Armenia in the academic field for 2018–2019, and a programme for cooperation between the Investigative Committee of the Russian Federation and the Investigative Committee of the Republic of Belarus in forensic support for preliminary investigations for 2018-2021.
