During the All-Russian Day for Reception of Citizens Alexander Bastrykin personally listened to complaints from residents of a number of regions of Russia

For several years the All-Russian Day for Reception of Citizens has been held at the Constitution of the Russian Federation Day. For the Investigative Committee direct communication with citizens is an integral part of its work, and the 12th of December is one more day in a lengthy row of personal appointments when citizens can directly relay the problem that trouble them to the head of the agency.

At the All-Russian Day for Reception of Citizens Chairman of the Investigative Committee of Russia Alexander Bastrykin personally listened to citizens who had arrived from the Bryansk, Volgograd, Voronezh, Rostov, Sverdlovsk and Tomsk Regions, the Krasnodar and Stavropol Territories, the Republic of Buryatia and a number of other regions.

The Deputy Chairman of the Investigative Committee of Russia Igor Krasnov, heads of a number of departments in the Committee’s Central Office as well as heads and officers of local Investigations Directorates working on the criminal cases and probe materials, that were the object of the Chairman’s attention, also took part in the reception of citizens.

One of the interlocutors of Alexander Bastrykin during the All-Russian Day for Reception of Citizens was a State Duma deputy intervening on behalf of orphaned children in connection with violation of their housing rights on the part of executive authorities of the Republic of Buryatia. During the conversation the deputy stateв that the housing offered in the Republic is untenable. The investigators from Buryatia reported to the head of the agency, that the criminal probe concerning the illegal activities of the officials at the Ministry of Housing and Development of Housing and Utility Complex of the Republic in acceptance of such housing is initiated and is being investigated. The Chairman pointed out that such facts should be investigated very carefully and actions of all persons involved should get a full legal evaluation. By his decision the probe was transferred to the Central Office of the Investigative Committee of Russia for further full and objective investigation.

Given that the problem of untenable housing for orphaned children exists in other regions as well, Alexander Bastrykin ordered to prepare the meeting of the Advisory Council of the Investigative Committee with the involvement of representatives of all agencies concerned to solve it.

Part of complaint and questions of the applicants concerned criminal cases regarding the investigation of circumstances of violent dearth of their relatives. For instance, a citizen from the Stavropol Territory complained that the murder of his son has remained unsolved for almost 12 years. As he believes, his son’s business partner is involved in his shooting, but he wasn’t indicted, and the investigation has stalled. The Chairman of the Investigative Committee of Russia ordered to conduct an official probe concerning the head of the investigation department and the investigator and transfer the case to the Central Office of the agency for proper investigation.

A citizen of the Rostov Region believes that in the course of investigation of his brother’s murder arguments for other possible instigators of the crime from the criminal gang were not taken into account. Alexander Bastrykin upon listening to the essence of the application ordered the investigators from Rostov to report on the hypotheses investigated. The subordinates reported on the results of the preliminary investigation and evidence present in the case, informing that case suspects will soon appear before the court. The victim’s brother was satisfied by the results of the meeting with the Chairman of the Investigative Committee of Russia and asked to receive him again in the future if the need arises.

A married couple from Krasnodar Territory expressed concern about lack of effective measures for investigation of circumstances of death of their relatives. Back in 2014 two of their close people were found with chop injuries during fire extinguishing in a private house. The Head of the Investigative Committee of Russia listened to the spouses and to a report of his subordinates on the process of preliminary investigation and instructed the Main Forensics Directorate of the Investigative Committee of Russia to study the case and provide practical assistance in the investigation.

A complainant from Rossoshi asked the Chairman to check completeness of investigative actions that were carried out in relation to the death of her son. According to the woman, in July 2018 her son went on a tourist trip with his acquaintances and then his body was found on railway stage between railway stations Povarovo and Podsolnechnaya of Oktyabrskaya railway. The Chairman of the Investigative Committee of Russia instructed the Central Office to process this case and organize its further investigation.

Alexander Bastrykin also listened carefully to several citizens who contacted him in connection with investigation of probes into inadequate medical care. In particular, a citizen of the Bryansk Region told about tragic death of his pregnant wife during surgery; the woman was hospitalized in Bryansk City Hospital №1 due to deterioration in well-being. The man expressed concern about people possibly responsible for the accident avoiding liability due to lack of sufficient effort on behalf of investigation. Unfortunately, this is not the only tragedy that occurred in the stated healthcare institution. One more Bryansk citizen shared her grief: her newborn daughter died in the same hospital in 2017. The complainants blamed systemic healthcare issues that, in their opinion, led to the tragedy. Upon studying case materials Alexander Bastrykin arranged an official probe concerning the acting head of Bryansk Regional Investigations Directorate and investigators of the regional unit.

A woman from Pyatigorsk complained about delay in launching of the probe into the death of her brother by officers of Khimki Investigations Department who initially referred preliminary investigation materials to police units since they didn't register offences under jurisdiction of the Investigative Committee of Russia. The relative of the woman died of a serious respiratory disease. Currently the probe is launched into Part 2 of Article 293 of the Criminal Code of Russia and the complainant insists on intensification of investigation in order to avoid losing significant evidence. The Chairman of the Investigative Committee of Russia decided to dismiss the investigator who was processing the probe and to refer the probe to the Main Investigations Directorate of the Investigative Committee.

A father of deceased schoolboy from Volgograd asked Alexander Bastrykin to figure out what happened to his son. In 2017 the boy received a stab playing with his schoolmate in school. Ambulance officers couldn't save the boy. The father of the child insists on thorough probe into the actions of school administration and members of ambulance team. The Chairman of the Investigative Committee of Russia assured the man that his opinion won't go unheeded and instructed the head of Volgograd Regional Investigations Department of the Investigative Committee of Russia to check all circumstances of the boy's death once again in regard with information reported by the complainant.

A complainant from the Sverdlovsk Region lodged a complaint about non-payment of wages to over a thousand of workers of Kosmos Spetsstroy LLC. Wage arrears totaled over 180 million rubles. Chairman of the Investigative Committee of Russia demanded from investigators of Sverdlovsk Regional Investigations Department to explain the detected deficiencies of the investigation including lack of measures for compensation of damage to the victims. The performance of the regional investigations department will be assessed upon instruction of Alexander Bastrykin and the probe will be referred to the Central Office for further investigation.

Moreover, a woman from Tomsk Region applied for the personal reception session. She cannot receive an apartment she bought under contract for participatory construction she concluded with Demos LLC. The residential building was to be commissioned in 2010 but the people still didn't get their apartments. Housing Cooperative 47 was created in order to complete the construction but its administration for some reasons demanded additional money from the woman. After listening to complainants the Chairman of the Investigative Committee of Russia personally reviewed the case materials and instructed his subordinates to carry out as assessment into possible red-tapery of the former head of Tomsk Regional Investigations Directorate. Apart from that he instructed the current head of the investigations directorate to meet with shared-construction participants and provide them with assistance in protection of their violated rights within his authority.

121 applicants in total were received by the Chairman and officers of the Central Office of the Investigative Committee during the day of reception.

Alexander Bastrykin assured the citizens that all the reported problems will be supervised by the Investigative Committee. He urged his subordinates once again to avoid formalism and callousness in their work especially in communication with victims.
