In St. Petersburg, circumstances of injuring minors as a result of being hit by electric scooters are being clarified

The St. Petersburg Main Investigative Department of the Investigative Committee of Russia is investigating a probe launched upon instruction of the Chairman of the Investigative Committee of Russia under Part 1 of Article 118 of the Criminal Code of Russia (infliction of severe health damage by negligence).

According to investigation, on June 2, 2021 in Nevsky district of the city, a man riding an electric scooter collided with a 5-year-old girl and fled the scene. The victim in a serious condition was delivered to a hospital to be provided with required medical care. On June 4, 2021 the hiding suspect was detained in Leningrad Region in the shortest time as a result of investigative actions and search activities carried out by investigators together with officers of the regional department of the Interior Ministry of Russia. He turned out to be 36-year-old Vadim Bushuev, previously accused of committing offenses under Part 3 of Article 3, Paragraph D of Part 4 of Article 228.1, Paragraphs A, B of Part 3 of Article 228.1 of the Criminal Code of Russia (illegal drugs turnover). In August 2020 the court changed a preventive measure for him from travel restrictions to placement into custody.

Bushuev didn't open the door to law enforcement officers that arrives to carry out a search and threw a bag with drugs out of the window. In an apartment he was renting the officers found and seized items indicating his involvement to illegal drugs turnover and a shirt he was wearing at the moment of the hit-and-run incident against the girl.

While being questioned as a suspect Bushuev confessed of the offense committed against the girl and testified that he drowned the electric scooter in Neva out of fear of criminal liability and changed his hair color in order to disguise his appearance.

Apart from that, upon instruction of Alexander Bastrykin, the St. Petersburg Main Investigative Department launched a probe under Part 1 of Article 118 of the Criminal Code of Russia (infliction of severe health damage by negligence) into a man born in 1998. According to investigation, on June 2, 2021, on a sidewalk of Moskovsky Avenue, the suspect, tiding a rented electric scooter, collided with a 4-year-old boy, inflicting him injuries of varying severity. The progress of investigation is under the supervision of the Central Office of the Investigative Committee of Russia.

Apart from that, the Chairman of the Investigative Committee of Russia requested a report on circumstances of new cases of children's injuries. Mass media reported that a young girl on an electric scooter hit a 4-year-girl in Vyborgsky district of St. Petersburg, and a 12-year-old boy was hit in another city district. Children received various injuries. The St. Petersburg Main Investigative Department of the Investigative Committee of Russia is establishing all circumstances of the incident.
