In St. Petersburg, a probe initiated on negligence in organizing summer vacations for disabled children

Upon instruction of the Chairman of the Investigative Committee of Russia, the St. Petersburg Investigative Department of the Investigative Committee of Russia launched a probe under Part 1 of Article 293 of the Criminal Code of Russia.

According to the investigation, unidentified officials from among the employees of the Krasnoselsky district administration of St. Petersburg when concluding a state contract dated June 21, 2021 with one of the commercial structures for the provision of services for the organization of inpatient recreation on the Black and Azov seas in sanatorium-resort organizations for round-the-clock the stay of disabled children, as well as their accompanying persons during the summer holidays of 2021, improperly fulfilled their duties to check the living conditions in the boarding house Polyarnye Zori located in the city of Anapa, Krasnodar Territory. On July 1, 2021, unidentified employees of the district administration issued 51 vouchers to the Polyarnye Zori boarding house for disabled children and their accompanying persons. As a result, on July 1, 2021, 21 disabled children and 30 persons accompanying them settled in a boarding house, the living conditions in which do not meet the requirements of fire, sanitary and epidemiological safety, which entailed a significant violation of the rights and legitimate interests of the above citizens.

Currently, a number of searches are being carried out, during which documents of interest to the investigation are being seized, persons related to the organization of summer holidays for disabled children are being questioned, measures are being taken to establish all the circumstances of the incident, as well as the reasons and conditions that contributed to the commission of the offense.

Apart from that, the Krasnodar Territorial Investigative Department of the Investigative Committee of Russia is inspecting the said boarding house.
