The Chairman of the Investigative Committee of Russia holds a briefing on issues of protection of rights of participants in shared construction

The Chairman of the Investigative Committee of the Russian Federation Alexander Ivanovich Bastrykin held a video conference briefing attended by the First Deputy and deputies of the Chairman of the Investigative Committee of Russia, heads of the Central Office departments, regional investigations directorates and educational institutions of the Investigative Committee of Russia. The meeting covered the work of the territorial investigative bodies aimed at restoring the rights of defrauded equity holders. 

Initially the head of the Investigative Committee of Russia listened the direction of a number of regional units on separate high-impact incidents. Thus, the acting head of the Orel Regional Investigative Department of the Investigative Committee of Russia Pavel Vyacheslavovich Ermakov reported on the progress of the investigation of the criminal case on the unknown disappearance of a 9-year-old girl from the village of Kazar, Zalegoschensky District. The Chairman of the Investigative Committee of Russia underlined the necessity of constant supervision of the investigation on behalf of the Central Office and requested a detailed report on search activities from the Main Forensics Department.

The head of the Sakhain Regional Investigative Department of the Investigative Committee of Russia Belikto Baldordhievich Bazarov reported on the progress of investigation of a probe into drowning of a 35-year-old local citizen and disappearance of her 13-year-old son during swimming in the sea (Part 3 of Article 109 of the Criminal Code of Russia). The Chairman of the Investigative Committee of Russia requested a report on relevant results of the investigation and the planned measures.

Upon listening to the report of the Deputy Chairman of the Investigative Committee of Russia Alexander Vladimirovich Klaus on the results of investigation of a murder committed in the center of St. Petersburg and a number of swindling episodes Alexander Bastrykin acknowledged the good work performed by the investigators. As a result of a comprehensive approach it was possible to identify the circle of persons involved in a number of episodes of criminal activity. At the same time, touching on the investigation of crimes of past years, the Chairman demanded a plan to intensify this work in the investigative departments of the Northwestern Federal District, supervised by Deputy Chairman of the Investigative Committee of Russia Alexander Vladimirovich Klaus.

Turning to the main issue, the head of the department noted that the Unified Register of problematic objects in the Russian Federation includes 2,805 residential buildings in 74 regions. The most unfavorable situation with observance of rights of share construction participants is noted in Moscow region, Republic of Bashkortostan, Krasnodar, Krasnoyarsk and Perm regions, Leningrad, Novosibirsk, Rostov and Chelyabinsk regions.

In general (for all law enforcement agencies) since the beginning of this year there have been recorded 464 crimes committed in the sphere of shared construction of apartment buildings. The regional investigative departments of the Investigative Committee of Russia have launched 47 probes.

The state allocates substantial budgetary funds for the completion of problematic objects and compensation payments to affected shareholders. The heads of investigative bodies are focused on taking measures to suppress by criminal law mechanisms the inefficient use, misuse or embezzlement of public funds, as well as criminal negligence at their disposal.

However, a number of questions on the organization of work in this direction arose to the heads of the Rostov Regional Investigative Department of the Investigative Committee of Russia Aslan Garunovich Huade, Perm Regional Investigative Department of the Investigative Committee of Russia Sergey Yuryevich Sarapultsev, acting heads of the Novosibirsk Regional Investigative Department of the Investigative Committee of Russia Anton Nikolaevich Badulin, the Investigative Department of the Investigative Committee of Russia for Krasnoyarsk Krai and Republic of Khakassia Alexander Gennadyevich Zyubanov.

After hearing their reports, the head of the department pointed out to the territorial subdivisions the lack of proper attention to the problems of defrauded shareholders. The Chairman of the Investigative Committee gave the necessary instructions to improve the efficiency of work in this direction. Discussing the set of required measures, attention was drawn to the need to assess the actions of officials of administrations and regulatory bodies, to identify the entire chain of possible criminal schemes and to promptly ensure compensation for the damage caused to the victims.

The work of the Investigative Department of the Investigative Committee of Russia in the Leningrad region and its head, Sergei Tikhonovich Sazin, to restore the rights of defrauded shareholders was acknowledged by the Chairman. The active position of the regional unit in this direction allows a timely response to the problem, ensuring promptness in the effective implementation of criminal law measures.

As a result of the meeting, official inspections were scheduled in the investigative departments of Perm Territory and Novosibirsk Region, Krasnoyarsk Territory and the Republic of Khakassia.

As part of the operational meeting, Deputy Chairman of the Investigative Committee of Russia Sergey Goryainov reported on the results of the admission campaign in educational institutions of the Investigative Committee of Russia, as well as on the activities carried out in conjunction with the start of the school year.
The head of the Committee thanked the heads of educational institutions of the Investigative Committee of Russia for their excellent work and wished them continued success. He drew special attention to the support of orphans and children left without parental care: "We must surround them with care and provide them with everything they need!
