The Tatarstan Republican Investigative Department of the Investigative Committee of Russia continues to investigate the criminal case initiated under Paragraph C of Part 2 of Article 238 of the Criminal Code (performance of work or provision of services that do not meet safety requirements).
As previously reported, on October 25, 2021 as a result of a leakage there was a gas-air mixture explosion in an apartment on the fourth floor of a residential building in Naberezhnye Chelny, which destroyed three apartments on the fifth floor and one apartment on the fourth floor. As a result, 5 people were hospitalized with injuries of varying severity, including two minors born in 2004 and 2010, as well as a 70-year-old owner of the apartment where the explosion was detected. Later, a 22-year-old woman died of her injuries in hospital.
It is now established that the owner of the apartment lived alone and was registered with a narcologist in connection with alcohol abuse. At the same time, in 2010 he refused to provide gas service, and a metal plug was installed on the gas line to the gas stove.
The investigation is considering several versions of what happened: the explosion of gas-air mixture could have occurred due to poor-quality gas supply services or careless actions related to the improper operation of gas equipment. All versions are currently being verified.
During the investigation of the criminal case, the scene of the incident was inspected, witnesses and victims were questioned, forensic fire and technical, construction and technical, explosion and medical examinations were appointed, searches and seizures were conducted in the managing and gas-service companies, other investigative actions aimed at establishing all the circumstances of the incident are being conducted.
Previously the Chairman of the Investigative Committee of Russia requested a report on details of the incident.
