Investigation of a probe into death of three people as a result of ignition of gas cylinders finished

 The Main Investigative Department of the Investigative Committee of Russia completed an investigation into a criminal case against former individual entrepreneur Samvel Tovmasyan. He is accused of committing offenses under Part 3 of Article 143 of the Criminal Code, Paragraph C of Part 2 of Article 238 of the Criminal Code (violation of safety requirements and the provision of services that do not meet the safety of life and health of consumers, resulting in negligence in the death of three persons).

The investigation found that the accused rented one of the commercial pavilions on Zhdanova Street in the city of Rostov-on-Don, in which he organized activities for cooking and selling food. In 2019 and 2020, the defendant purchased gas cylinders to connect to cooking appliances, which he placed next to open flame sources in violation of the requirements of regulations governing fire safety.

On the night of January 6-7, 2021, gas cylinders caught fire in the pavilion. Two cooks 21 and 28 years old and a visitor 25 years old with burns of varying degrees of severity were taken to a medical facility, where, despite the assistance provided, they died. Another visitor was lightly injured.

It was established that the cooks working in the pavilion in violation of labor laws were allowed to work without passing the prescribed procedure of training and testing their knowledge of labor protection requirements.

Cash assets and property of the accused were seized in order to secure a civil claim.

The sufficient amount of evidence, including testimonies of witnesses, victims, results of inspections of the place of incident and items, the conclusions of judicial expertise, confirming the involvement of Tovmasyan to the above crimes was collected by the investigation. A preventive measure in the form of imprisonment was chosen in respect of him.

Currently, the criminal case has been sent for further transfer to the court.
