The Chairman of the Investigative Committee Alexander Ivanovich Bastrykin held a brief video-conferencing meeting. It was attended by the First Deputy and Deputy Chairman of the Investigative Committee of Russia, the Heads of the Main Directorate Units, the Regional Investigative Bodies Members and the Officials of the Body Educational Institutions.
The main objective of the meeting was the work results, done by the Territorial Investigative Authorities for 4 months of 2022. The positive trends in the quality improvement and the preliminary investigation efficiency have been noted. The number of cases received back from the court for extra revision has decreased by 23%. Their share does not exceed one percent of those, that were submitted to court for consideration on the merits. The Improvement in the quality of the preliminary investigation has been ensured, while the volume of criminal cases submitted for judicial review has been maintained. Over 30 thousand of them have been submitted to judicial inquiry in 4 months.
In the analyzed period of the current year, more than 17 thousand cases of grave and especially grave crimes were finalized, the number of solved crimes has increased, the number of solved crimes committed by organized groups also increased, including the number of criminal cases of a corrupt nature crimes, committed in organized group, have been submitted to court. While improving the quality of the investigation, its terms were reduced: the total amount of the criminal cases, where the investigation was finalized outside the two-month period, has decreased by 8%.
The work on damage compensation, caused by the crimes, has been improved. In January-April 2022, the amount of reimbursed damage amounted to 39.3 billion rubles, which is 58% higher than last year (24.9 billion rubles).
The Chairman of the Investigative Committee of the Russian Federation noted the successes of the Investigative Directorates in the Udmurt Republic and Tulskaya Oblast, including the Main Investigative Committee of the Investigative Committee of Russia in the Republic of Crimea and the Sevastopol city. At the same time, the reasons for the shortcomings in the work of individual investigative units and the measures taken to eliminate them have become a subject to the meeting as well. The Chairman of the Investigative Committee listened to the reports of the Heads of the Investigative Directorates of the Russian Investigative Committee for Kaliningradskaya, Ryazanskaya oblasts, the Republics of Tyva and Komi, who made omissions in their work over this year. A.I. Bastrykin emphasized that the mentioned shortcomings require the proper improvement adoption and he has provided the suitable instructions.
The Chairman of the Investigative Committee paid considerable attention to the leisure activities management for students of departmental educational organizations in summer time. A.I. Bastrykin noted that young people volunteer assistance is in a special demand nowadays. Under certain conditions, the students and cadets of the Russian IC in different regions of the country can take part in providing assistance to medical institutions and caring for wounded military personnel of the Russian Armed Forces. Such voluntary work contributes to the education of the younger generation in the spirit of a correct and respectful attitude to work, true patriotism and kindness. In this regard, the Chairman of the Investigative Committee indicated that the leadership of educational organizations would be obliged to take organizational measures to create student and cadet groups, whose members can benefit the state and society in those areas where their volunteer assistance would be mostly demanded.
At the meeting, it was noted that today all students and cadets were making their own contribution to the good cause of supporting civilians from Donbass and Ukraine who were trying to escape the horrors of the Kyiv regime and have arrived on the Russian Federation territory. Activities in mentioned above direction will continue during the summer holidays.
