Two more commanders of the Armed Forces of Ukraine are identified to be involved in the civilian population of Donbass shelling

The Investigative Committee of Russia has launched three criminal investigations into an offence, prescribed in Part 1 Article 356 the Criminal Code of the Russian Federation (ill-treatment of civilian persons, use of banned means and methods of warfare), against Lieutenant Oleg Tkachenko - the military unit A-2802 commander of the Armed Forces of Ukraine and Chief of Staff Nikolai Perestupnyak - First Deputy Commander of the 30th Separate Mechanized Brigade of the Armed Forces of Ukraine, and against other military personnel of the Armed Forces of Ukraine who were previously prosecuted. Among them there are the following servicemen of the 24th separate mechanized brigade of the Armed Forces of Ukraine: Evgeny Kurash, Sergey Postupalsky, Roman Mamavko, Nikolay Yanchy, 25th separate paratrooper brigade of the Armed Forces of Ukraine: Andrey Kachanov, Roman Zabrodsky, Andrey Tkachuk, Dmitry Chernichenko, Emil Ishkulov, Vladimir Kapitula, 30th separate mechanized brigade of the Armed Forces of Ukraine: Alexander Zinevich, 56th separate motorized infantry brigade of the Armed Forces of Ukraine: Dmitry Dovbiy, Sergey Sirchenko, Dmitry Gerasimenko, Vyacheslav Bugaychuk, Alexander Bondarenko, Miroslav Verkhovoy, Artem Puchkov, Gennady Boyko.

It became known; that for a long time on the territory of the Mariupol city located in the Donetsk People's Republic the positions of a military unit under the command of Tkachenko has been deployed. In violation of Geneva Convention Relative to the Protection of Civilian Persons in Time of War (Geneva, 12.08.1949) and the protocol to it, where the attacks on undefended cities and villages are banned, including the violence to life and physical integrity of persons who do not directly take part in hostilities, between the 28 February and 28 March 2022 Tkachenko repeatedly gave the orders to his subordinate soldiers to kill the local residents, detained for ID checks. To date, the investigation has the available data, confirming at least 25 civilians have been killed that way. Despite the fact that the deployed positions were within the city limits, Tkachenko ordered to mine the path used by civil people, by setting up the "trip wires". Some time later, a local resident was blown up on it, he died on the spot from the received injuries. The Ukrainian serviceman who installed this "trip wire" was killed during the further hostilities. The investigation has identified the witnesses of this criminal case, and they confirmed their testimonies at the scene.

In addition, according to the investigation, between June 7 and June 9, 2022, Perestupnyak, Kurash, Postupalsky, Mamavko, Yanchy, Kachanov, Zabrodsky, Tkachuk, Chernichenko, Ishkulov, Kapitula, Zinevich, Dovbiy, Sirchenko, Gerasimenko, Bugaichuk, Bondarenko, Verkhovoy, Puchkov and Boyko have given and carried out the criminal orders for targeted artillery attacks from heavy weapons on civilian infrastructure in Donetsk, Debaltsevo, Svetlodarsk, Gorlovka, Makeevka, Yasinovataya cities and the Gagarin, Stepnoe, Pavlovka, Lugansk, Red Partizan, Yakovlevka, Greco-Aleksandrovka, Olginka, Golmovsky settlements of the Donetsk People's Republic, including the Pervomaisk, Kremennaya cities and the Borovenki, Varvarovka, Novoazovka, Mironovka Druzhba settlements of the Lugansk People's Republic.

As a result of the shelling, four civilians were killed, 31 people, including 1 minor, were injured, 97 houses and civilian infrastructure were damaged, including the buildings of two kindergartens and a school.

Four civilians who were injured as a result of shelling in May and June 2022 turned to the hospitals of the Lugansk People's Republic for medical help.

The Russian Investigative Committee continues to identify the units of the Ukrainian armed formations and the individuals involved in the shelling of civilians.
