In the Republic of Tatarstan, a local resident is found guilty of a series of murders and rapes of women and girls

The evidence collected by the Investigating Authorities of the Investigative Committee of the Russian Federation for the Republic of Tatarstan was recognized by the court as sufficient to pass a sentence on Mr. Igor Ptitsin, a 50-year-old resident of the city of Kazan. He was found guilty of committing a series of crimes prescribed in Article 105 of the Criminal Code of the Russian Federation (murder), Part 3, Article 30, Article 105 of the Criminal Code of the Russian Federation (attempted murder), Part 3, Article 30, Article 131 of the Criminal Code of the Russian Federation (attempted rape), Article 132 of the Criminal Code of the Russian Federation (sexual assault).

The Investigation and the Court found that between 2009 and 2017, the attacker committed a series of attacks on women and girls aged 17-35 in the area of Glubokoe Lake, as well as in Aviastroitelny Rayon of Kazan. At the same time, three victims, including 2 teenagers aged 16 and 17, were killed. In total, 7 people were injured by his actions.

Investigators continued their work on criminal investigations, which was successfully finalized in 2021. Thus, the Investigation, using the latest technical developments that are in the arsenal of Forensic Experts, detected the circumstances of the crimes. In the summer of 2009, in a forest plantation on the territory of Aviastroitelny rayon of the Kazan city, the body of a 30-year-old woman was found with signs of violent death in the way of a craniocerebral injury, as well as traces of rape. The set of investigative and operative-investigative actions and a number of examinations carried out during the mentioned period of time did not yield results. However, years later, investigators and forensic specialists of the Department, together with Officers of the Main Forensic Directorate of the Investigative Committee of Russia conducted a study of the material evidence available in the case, while working on resolving crimes of past by using the latest techniques. It included molecular genetic forensic examination, which revealed the presence of biological footprints of a man. After re-confirming everything in the Federal Database of Genomic Information, they completely coincided with the biological traces of a resident of the Kazan city, previously sampled from him by Police Officers when he was examined for involvement in another crime.

He was arrested and admitted his involvement in the crimes. Subsequently, the Investigator of the Investigative Directorate for the Republic of Tatarstan, who was in charge of the criminal investigation, established psychological contact with the Detainee, as a result of which he not only entered into a Pre-Trial Agreement on Cooperation, gave confessions, but also spoke in detail about the circumstances of the crimes committed. He provided the details during the investigative actions, such as verifying testimony on the scene and others.

Within the criminal investigation, a large amount of work has been done. About 100 different examinations were carried out, more than 100 witnesses were interrogated.

By a verdict, Mr. Ptitsin was sentenced to life imprisonment
