In Krasnodar Territory criminal case over mass deaths of people caused by floods continues

The investigation group of the southern Federal District Investigations Directorate of the Russia’s Investigative Committee continues the investigation of a criminal case initiated on 8 July 2012 over deaths of people caused by floods in Krymsk district of the Krasnodar Territory on the signs of a crime under part 3 of article 109 of the RF Criminal Code (infliction of death by negligence on two or more people).

The investigations group consists of 140 officials of Russia’s Investigative Committee including experienced officials of the Central Office investigators and criminologists of the Southern and North Caucasus Federal Districts investigations directorates as well as the Krasnodar Territory and Rostov Region directorates.

According to the current information, the flood in the Krymsk district and the town of Krymsk has killed 146 people – 44 men, 102 women, including 3 small children. 6 bodies still remain unidentified. Investigators have already examined all the bodies, arranged and carried out forensic medical examinations, 75 identifications have been made of the bodies which then are given to the relatives to be buried. There is information about 157 injured held in hospitals and about 7 missing. So far 430 damaged houses have been examined and investigation protocols made. Neberdzhayevskoye Reservoir has been examined and no valves or other locks have been found in its discharge water system, the discharge of water when its level heightens happens automatically. 

At the moment the Reservoir is being additionally examined by the aircrafts, officials of OOO Yugvodokanal (LC) are being interrogated and technical documents have been seized. Storm alerts issued from 5 to 7 July, the staff duty instructions and work regulations have been seized from the Krasnodar Territory Hydrometeorology and Environment Monitoring Center. All information necessary for subsequent legal evaluation of actions by officials responsible for the warning about the scale of the disaster is recorded. Investigation of the criminal case is to be continued.

In addition, the Krasnodar Territory investigating bodies of Russia’s Investigative Committee investigate two criminal cases over signs of crimes under part 3 of article 109 of the RF Criminal Code (infliction of death by negligence on two or more people) initiated over deaths of 3 people in Novorossiysk and 9 in Gelendzhik. Among the victims in Gekendzhik 5 people died of electric shock. Investigation groups are also working in Novorossiysk and Gelendzhik who are establishing all circumstances of the incidents.
