The Astrakhan Region Investigations Directorate of the Russia’s Investigative Committee has detained a man suspected of raping a ward of Raznochinovka nursing home for backward children committed in 2001. Criminal proceedings in this crime were launched in October current year, after mother of the victim had appealed to the Chairman of the Investigative Committee.
Notwithstanding the long period since the crime, thanks to active and professional work of officers of the North Caucasus Federal District Central Investigations Directorate in close cooperation with the police the circumstances of the crime and the perpetrator were established in the shortest possible time.
According to investigators, at night of 23 May 2001 a resident of Astrakhan born in 1963 and with many previous police records, got into a window of a ward in building No 1 of Raznochinovka nursing home, where a victim born in 1995 was staying diagnosed “infantile cerebral paralysis, oligophrenia in the stage of apparent moronity with epileptic seizures”. Taking advantage of defenseless state of a minor and absence of medical staff around the man wrapped the girl in a blanket and took outside. Having taken the child to 300-500 meters away from the building to a deserted place, he raped her. After that he disappeared from the crime scene. Later the girl was found by medical staff of the orphanage and treated.
At present the accused is detained. During interrogation he gave evidence on the circumstances of the crime. At present custodial pre-trial restraining measure and bringing charges against him of crimes under paragraph “c” of part 3 of article 131, paragraph “c” of part 3 of article 132 of the RF Criminal Code (rape and violent sexual actions) are under discussion.
In addition, adequate legal treatment is going to be given to law enforcement officers who did not take proper measures to check the fact in 2001, when the victim’s mother reported the crime. The progress of investigation is under control of the Chairman of the Investigative Committee.
