Chelyabinsk Region investigating bodies of the Russia’s Investigative Committee have charged Chief of correctional facility N 6 of regional directorate of Federal Penitentiary Service of the Russian Federation Denis Mekhanov with crimes under paragraph “a” of part 3 of article 286 of the RF Criminal Code (exceeding official powers).

According to investigators, Makhanov, using his position and official powers despite interests of his service, repeatedly ordered his subordinates to extort prisoners. In view of this, on 24 November 2012, a group of up to 500 prisoners refused to fulfill requirements of the prison administration demanding to loosen the regime. Later in their applications to the investigators many of the prisoners mentioned that employees of the prison extorted from them in the period between 2008 and 2012 from 5 to 90 thousand rubles by making their stay in prison unbearable and threatening with physical violence.

At present investigators have sent to court a motion requesting to place Mekhanov into custody as a pretrial restraining measure. Investigation is to be continued.
