Criminal proceedings launched in Moscow into death of 4 conscripts

Podolsky Garrison Military Investigations Department of the Russia’s Investigative Committee has launched criminal proceedings into death of 4 conscripts containing signs of a crime under part 3 of article 293 of the RF Criminal Code (negligence involving death of two or more people).

According to investigators, Yevgeny Tyulenev, Zakir Kuchekayev, Sergei Shvedov and Dmitry Sokolov were conscripted in the period between 30 November and 11 December 2012. In the period between 16 and 19 December 2012 they, having similar symptoms of blocked nose, cough and general weakness in the body were hospitalized to 1586th military clinical hospital of the Defense Ministry of the Russian Federation through aid posts of military units 61899 and 30616-5. Later due to difficult course of the illness and negative dynamics all of them were moved to 35th resuscitation and intensive care department in the same hospital. However, the young people died in the period between 26 December 2012 and 7 January 2013. Each of them was diagnosed “Community-acquired viral-bacterial bilateral subtotal pneumonia. Extremely difficult course”.

At present military investigators are questioning officers and staff of the military units and medical staff about the incident. 4 medical forensic expert examinations have been assigned to determine timeliness of medical aid, hospitalization and correctness of the treatment the conscripts got. At the same time investigators are looking into how well the aid posts in the military units and hospital are provided with medicines. Investigation is to be continued.
