Congratulations of Alexander Bastrykin on 2nd anniversary of the Russia’s Investigative Committee

Dear colleagues and friends!

Today we are celebrating our professional holiday – the 2nd anniversary of the Russia’s Investigative Committee.

The Investigative Committee was established by the Decree of the President of the Russian Federation and since 15 January 2011 has been operating as an independent system of investigating bodies carrying out extremely important work investigating of the most dangerous and difficult crimes.

It was the first time when the investigating bodies were reorganized in such a radical way. I would like to note that the idea of independent investigating bodies appeared as early as 300 years ago – in times of Peter the Great, when during one of his reforms in 1713 the first special investigating bodies were instituted – so called major investigating offices, which in accordance with the Order were subordinate directly to the Emperor.

Direct subordination to the head of state and independence from other state executive authorities allowed providing objectivity and impartiality of major investigating offices in prosecuting high-ranking officials. This way, for the first time there appeared a concept of non-departmental pre-trial investigation for investigating the most dangerous crimes encroaching on the state interests and with a large scope of municipal powers.

At present time the Investigative Committee is an independent structure in the system of state bodies, subordinate only to the head of state – President of the Russian Federation and acting only within law.

The past two years of activity of the Investigative Committee have shown a lot.

First, ability of its investigating divisions to efficiently solve its tasks.

Secondly, willingness and devotion of our staff to achieve results in their work.

Thirdly, due to mobilization of organizational and intellectual resources we have achieved considerable results in solving serious and especially serious crimes. On the average in our country, from 80 to 90 percent of murders are solved and in some regions we have reached 100 percent of solved murders. This is good, but we do not stop here.

The main achievement is that during this hard for the country time, being in the thick of things from the very first days of our activity, we have actively joined full-scale battle with crime.

Thus, over the past two years investigators of the Investigative Committee have reviewed around 2 million messages about crimes and initiated 234 thousand criminal cases. More than 370 thousand criminal cases have been under proceedings and 168 thousand criminal cases have been sent to courts.

This is enormous job. Thank you for the job done!

Millions of our co-citizens join these words of gratitude. They include a large proportion of socially vulnerable groups of society – children, the disabled, veterans, whom you – staff of the Investigative Committee have helped to protect their rights in all kinds of important areas.

It should be noted that according to the data of National Center of Public Opinion Study the majority of the citizens are positive about the activity of the Investigative Committee and think that its creation allowed more efficient battle against corruption and other dangerous crimes.

The poll shows that the level of people’s trust to the Investigative Committee has grown dramatically. The number of people being in the know of activity of the new investigating agency in general, including of the results of the high-profile cases has also went up. All this consolidates the feedback with the society and helps the Investigative Committee to reach positive results.

In addition the Investigative Committee is actively taking part in working out measures to implement the state policy in the area of execution of the Russian Federation legislation on the criminal legal procedure.

I consider it important to note that to solve the tasks set for us the Investigative Committee has the latest forensic equipment of both Russian and foreign manufacture.

Among our latest technical means are unmanned aerial vehicles to take photographs and videos of large areas and to search missing people; complexes of equipment and vehicles for searches in water and underground; portable spectrometers to identify different kinds of matters; special devices to reveal invisible hand prints. And the software “Virtual crime scene examination” which has been recently developed is already actively used to create interactive three-dimensional models of different crime scenes and to carry out virtual examination of the crime scene. Actively applying latest achievements of criminalistics and contemporary investigating techniques, using the potential of veterans of investigation, we have solved many murders, infliction of grave injuries and rapes.

There is no doubt that these results are logical and were achieved thanks to constructive cooperation with operations and search groups of the Federal Security Service and Interior Ministry of Russia. The successful practice of solving crimes of past years also shows the efficiency of such cooperation.

Over the past two years 1,658 murders, 864 facts of fatal infliction of grave injuries, 994 rapes, have been solved and part of them were not even registered.

That is why the people who have become victims of unlawful actions still go to us for help. The growth of people’s trust is the main criterion evaluating our work and we have to do everything possible to make it efficient.

These two years were difficult. Such tragedies as a terrorist attack in the Domodedovo airport, terrorist attacks in the Stavropol Territory, an attempted terrorist attack on Red Square in Moscow required decisive action. And thanks to our well organized cooperation with operations divisions of the Federal Security Service and Interior Ministry of Russia we successfully solved those inhumane crimes and isolated the criminals from the society for a long time.

I stress, that inevitability of punishment for the crime is the guiding principle of activity of the Investigative Committee. It requires from us proper coordination of actions, accurate and coherent work, immediate and efficient response to any crimes.

I am proud to say that the Investigative Committee actively participates in raising the young generation.

As part of the Presidential Program we are actively reviving cadetship in Russia.

Cadet classes in Saint-Petersburg, Murmansk, Stavropol Territory, in Khimki of Moscow Region are under the patronage of the Investigative Committee. A cadet school has been established in Moscow.

These schools and classes will allow children of law enforcement agents, who died in the line of duty, orphans, children left without parental care, children of a single parent and children from many-children or deprived families.

I would also like to mention the important part the Investigative Committee plays in providing social and economic stability in the society. We are trying to go abreast of the times preventing any negative phenomena in the way of our state.

I congratulate all the staff of the Investigative Committee of the Russian Federation, their families, veterans of the investigating bodies on the second anniversary of the Investigative Committee and I wish everybody sound health, happiness, peace and optimism.
