Central Federal District Investigations Directorate of the Russia’s Investigative Committee has opened a criminal case against state inspectors of inter-district office of state technical examination and registration and examination work No 3 Alexander Galkin and Alexey Koloskov, staffers of specialized battalions of Road Patrol Service at special motorway State Traffic Safety Inspectorate of Moscow Main Directorate of Ministry of the Interior Roman and Alexey Dolbeyev, and civilians: Alexander Solovyov, Dmitry Belov and Mikhail Kalinin. They are suspected of a crime under part 1 of article 285 of the RF Criminal Code (abuse of official powers, organization and complicity in abuse of official powers).
According to investigators, in 2012, Alexander Solovyov organized a criminal group to issue driving licenses without qualification examinations. For that he involved his acquaintances – 4 officers of Moscow traffic police Alexander Galkin, Alexander Koloskov and brothers Roman and Alexey Dolbeyev and two intermediaries Dmitry Belov and Mikhail Kalinin. To find potential clients Belov and kalining posted a notice in the Internet offering paid assistance in getting driving license. At present one fact is revealed when the driving license was issued to a citizen using forged medical certificates and other documents. The driver paid 28 thousand rubles for the license.
If we look at this problem more broadly, just watch the news and you’ll see that there are fatal traffic accidents happening almost each day in different regions of our country. And very often drivers with minimal driving skills are responsible for that. Surely there are drivers who got driving license in such way.
The Investigative Committee is investigating a large number of such cases. For example, in Perm Territory traffic police officers illegally issued more than 200 driving license, In Voronezh Region – about 300, in Trans-Baikal Territory the chief of territorial traffic police Sergey Ukhanov organized mass produce of such licenses. That is why the Investigative Committee is going to carefully look into each fact of illegal receiving of driving license. As for the Moscow case, the investigators are going to conduct a total check of issue of driving licenses during all this period and pay the closest attention to such incident in future.
