Criminal investigation into transfusion of HIV-positive donor blood to child opened in St. Petersburg

Investigative agencies of the Investigative Committee of the Russian Federation in the city of St. Petersburg opened a criminal case for an offense under Paragraph "b" of Part 2 of Article 238 of the RF Criminal Code (services that do not meet safety requirements.)

According to investigators, February 27, 2013 a 1 year and 4 month old child was delivered to the state-financed health institution "Children's City Clinical Hospital № 5" in St. Petersburg, where he was treated for a viral infection. March 4, 2013 the child was discharged, but the next day he was again taken to the hospital due to deterioration in health condition. The hospital doctors found that the initial diagnosis was wrong, and the child had an emergency blood transfusion to survive. The doctors had not carried out necessary verification activities, and as a result, the blood was obtained from a HIV-positive donor.

Currently, a set of investigating operations to establish all the circumstances of the incident is being carried out. The investigators will find out through whose fault a criminal negligence was admitted. The course of a criminal investigation is under special control of the leadership of the Main Investigation Directorate of the Investigative Committee of Saint Petersburg. The criminal investigation is ongoing.
