Criminal proceedings launched against officials of Moscow territorial office of Federal State Property Management Agency

Central Federal District Investigations Directorate of the Russia’s Investigative Committee jointly with K group of Economic Security Service of Federal Security Service and with support of Federal State Property Management Agency have foiled criminal activity of two officials of Moscow territorial office of Federal State Property Management Agency.

Based on the results of investigating and search operations and a procedural check a criminal case was opened against a chief specialist-expert of quality control and use of federal property department of the territorial office Nikolai Popov and a leading specialist-expert of the same department Zulfikar Ramazanov over signs of a crime under part 6 of article 290 of the RF Criminal Code (bribery). One more criminal case was launched against their former colleague and the current head of state property management department of Department for investment development and state property management of the Ministry of Sport of the Russian Federation Andrey Spirov. He is suspected of being an accessory to bribery (part 4 of article 291.1).

According to investigators, in March 2013, the staffers of Moscow territorial office of Federal State Property Management Agency in the composition of a specially organized commission were checking the activity of one of federal state enterprises manufacturing sports goods. Having fond several violations, Popov and Ramazanov in April 2013 demanded from the director of the enterprise a bribe of 80 thousand US dollars for not putting violations into the final certificate. The money was transferred to the bank account they named. During the investigating and search operations the director of the enterprise presented the corresponding payment order on transferring to the said account over 2.5 million rubles.

Popov and Ramazanov were arrested. Investigating operations are underway to find all the circumstances of the crime.
