Former director of boarding school for orphans in Pionersky village, Mazanovsky district letting children be tortured suspected of negligence

Amur Region investigating bodies of the Russia’s Investigative Committee have launched a criminal investigation against former director of a boarding school for orphans in the village of Pionersky, Mazanovsky district in signs of a crime under part 1 of article 293 of the RF Criminal Code (negligence).

According to investigators, in the period between February and 14 May 2013, two female residents of a boarding school for orphans and children, left without parental care No 5 in the village of Pionersky, Mazanovsky district aged 16 and 17 systematically inflicted bodily harm to the residents aged 7-9, by hitting them with hands and a belt and kicking. According to fresh data, there are 10 children who suffered violence. One more girl filmed the acts of violence on a cell phone.

The tortures became possible due to improper and careless discharge of official duties by the headmaster of the school who was personally in charge of lives and health of those inside the school, planning and organization of education and control over the activity of the staff. Investigators believe that the suspect did not take exhaustive measures to prevent the crime.

At present investigating and search operations are underway to find all the circumstances of the crime. Investigation is ongoing.
