Head of department for motorways and traffic affairs in Voronezh Region suspected of attempted fraud

Investigations Directorate of the Russia’s Investigative Committee in Central Federal District has launched a criminal investigation against Alexander Trubnikov, head of department for motorways and traffic affairs in Voronezh Region. He is suspected of a crime under part 3 of article 30, part 4 of article 159 of the RF Criminal Code (attempted swindling).

According to investigators, in April 2013, Trubnikov, having intentions to steal other’s property on an especially large scale under the pretext of assisting in concluding contracts on maintenance and repairs of motorways and in timely payment for the work done, offered CEO of OAO Voronezhavtodor (OJSC) to give him a fee of 5% from the sums under the contracts starting from May 2013. Trubnikov, however, did not have any powers to perform such assistance. Later the suspect in his office three times received the money from the CEO: on 14 May 2013 – 1 million rubles, on 16 May – 400 thousand rubles, and 29 May – 1 million 250 thousand rubles. Trubnikov was held, when he was receiving the last portion, which was controlled by law-enforcement agents.

At present investigating operations are underway to find all the circumstances of the crime. Investigation is ongoing.
