Pre-investigating checks carried out in Moscow on negligence in prevention and suppression of illegal migration

The investigating bodies of Moscow Main Investigations Directorate of the Russia’s Investigative Committee are carrying out pre-investigating checks on negligence of personnel of offices of the Interior Ministry for Galyanovo and Izmaylovo districts in Moscow in prevention and suppression of illegal migration.

On 31 July 2013, personnel of the Moscow office of Federal Migration Service together with personnel of the Moscow Main Office of the Interior Ministry carried out checks of following the migration laws in Eastern administrative district of Moscow. 116 citizens of Asian countries, Caucasus and neighboring republics were detained at two addresses alone at the inspected territory covered by offices of the Interior Ministry for Galyanovo and Izmaylovo districts. All of them broke the regime of staying in the Russian Federation, did not have passports, valid visas or migration cards and were delivered to the police stations.

The duty to prevent and combat illegal migration is entrusted to the police, who have to control the situation in the territories under their jurisdiction. Investigators think it possible that personnel of offices of the Interior Ministry for Galyanovo and Izmaylovo districts performed their duties improperly and their actions (inaction) may contain signs of negligence (article 293 of the RF Criminal Code).

At present during the procedural checks operations are underway to find the circumstances of the situation and all the officials, who let those violations of the migration regime to have happened. Legal assessment will be given to their actions and procedural decisions will be made based on the results of the checks.
