Frauds by unknown individuals have been revealed during the criminal investigation into improper discharge of duty by the officials of Land Reclamation and Agricultural Water Supply in the Jewish Autonomous Region during reconstruction of the Oktyabrskaya dyke (part 1 of article 293 of the RF Penal Code). The investigating bodies in the Jewish Autonomous Region have launched a criminal investigation into this fact as containing signs of the crime under part 2 of article 159.4 of the RF Penal Code (fraud aggravated by deliberate non-fulfillment of the obligations under a business contract).

According to investigators, on 5 June 2012, following the bidding the office of Berobidzhanmeliovodkhoz and OOO Gelios (LLC) concluded two state contracts on reconstruction of the dyke. In accordance with the design estimates a section of the dyke 650-meter long was to be repaired. The repair was done by OOO Gelios and cost over 4 million 800 thousand rubles. The studies of the dyke revealed discrepancies between the actually executed work and the design estimates in the form of the difference between the amount of the natural material laid and the material stated in the design estimates worth over 2 million 600 thousand rubles. The money that had paid the two state contracts was the federal budget funds.

At present a series of necessary investigating operations are underway to find all the circumstances of the crime. Investigation is ongoing.
