Director of Land Reclamation and Agricultural Water Supply in Jewish Autonomous Region charged with negligence put on trial

The investigating bodies of the Russia’s Investigative Committee in the Jewish Autonomous Region have finished investigating a criminal case against director of Land Reclamation and Agricultural Water Supply in the Jewish Autonomous Region Oleg Oryol. He is charged with the crime under part 1 of article 293 of the RF Penal Code (negligence).

According to investigators, on 5 June 2012, following the bidding the office of Berobidzhanmeliovodkhoz and OOO Gelios (LLC) concluded two state contracts on reconstruction of the dyke Oktyabrskaya located near the village of Sadovoye, Oktyabrsky district. The general cost of the work was over 4 million 800 thousand rubles. When the reconstruction had been finished in October 2012, Olryol, who headed the acceptance committee, without checking the amount and quality of work, elimination of drawbacks, found by the committee signed a certificate of acceptance. According to the expert examination there were discrepancies between the actually executed work and the design estimates which resulted in ungrounded waste of over 2 million 600 thousand rubles allocated by the Russian Agricultural Ministry under the federal target-specific program “Conservation and renewal of fertility in agricultural lands and landscapes as a national property of Russia in 2006-2010 and up to 2013”. This way the state suffered a loss of over 2 million 600 thousand rubles.

At present the criminal case with the approved indictment is being prepared to be forwarded to court to be tried on the merits.
