In Tyumen Region former director of Special Construction Directorate put on trial for bribery and embezzlement

The Ural Federal District Investigations Directorate of the Russia’s Investigative Committee has finished investigating a criminal case against former director of Special Construction Directorate of Tyumen Region Mikhail Mezentsev. He is charged with crimes under part 6 of article 290 of the RF Penal Code (bribery) and part 4 of article 160 (misappropriation or embezzlement).

According to investigators, between December 2008 and November 2011 Mezentsev through mediation of Sergey Korobov, who was CEO of Stroymontazh, received from CEO of Lamitec-Medicals GmbH Vladimir Reizvih a bribe of 6.7 million US dollars, which under exchange rate was over 204 million rubles. The money was to pay for actions to the benefit of Reizvih and Lamitec-Medicals GmbH giving them possibility to supply high-tech medical equipment which it actually supplied at inflated price to Korobov’s company Stroymontazh, which was a general contractor in constructing regional oncological clinic in the city of Tyumen. In its turn Stroymontazh supplied the equipment at the same inflated price for state needs.

In addition to receiving a bribe on an especially massive scale, by their wrongdoings Mezentsev and Korbov committed stealing by embezzlement of property belonging to the Tyumen Region and entrusted to Mezentsev – over 133 million rubles. This was the sum, for which the cost of medical equipment bought by budget funds was inflated.

The said criminal investigation was widely resounding as Korobov at the moment was a deputy of the Tyumen Region Duma. The investigation is an example of efficient interagency cooperation between investigating bodies and the Ural Federal District Department of the Prosecutor General’s Office and divisions of the central office of the Russian Interior Ministry, which provided operational support of the investigation.

This way, after the bodies of initial investigation had established the damage made by Mezentsev and Korobov’s wrongdoings and receiving a report on an attempt to cash over 131 million rubles belonging to Korobov the investigating bodies immediately submitted the information to the Deputy Prosecutor General, who in his turn filed a civil action under the criminal investigation in protection of interests of the Tyumen Region. This allowed investigators to arrest the said money of Korobov to ensure execution of the court’s order relating to compensation of the damage made to the Tyumen Region and by that prevent the accused from trying to hide the money.

The investigators have gathered enough evidence and therefore the criminal case against Mezentsev with the approved indictment has been sent to court to be tried on the merits.

The criminal case against Korobov has been severed into a separate law suit and he has been put on an international wanted list.
