A court has found the evidence gathered by the Volgograd Region Investigations Directorate of the Russia’s Investigative Committee sufficient convict former Chairman of the Volgograd Region Council of Trade Unions Vyacheslav Kobozev. He was found guilty of two counts of a crime under part 4 of article 159 of the RF Penal Code (fraud committed using official position on an especially massive scale), three counts of a crime under part 4 of article 160 (embezzlement), two counts of a crime under part 1 of article 201 (abuse of office), part 3 of article 204 (commercial bribery), part 1 of article 222 (illegal circulation of ammunitions), part 1 of article 327 (forgery of official documents).
According to investigators, in the period between 2004 and 2009 Vyacheslav Kobozev carried out an illegal alienation of properties worth total of over 180 million rubles, owned by the Volgograd Region Council of Trade Unions. To get the ownership of the buildings he set up commercial and non-commercial organizations allegedly for the Volgograd Region Council of Trade Unions to make profit and as a constitutive contribution gave those organizations the property of the trade union and then the newly-created firm registered the ownership on that trade union. Later the Volgograd Region Council of Trade Unions resigned from the founders. The defendant forged decisions of the executive committee of the Volgograd Region Council of Trade Unions or deceived the members of the committee and received their assent for alienation.
Earlier, on 9 December 2011, Kobozev was acquitted in nine of ten counts and fined for 150 thousand rubles, which he did not pay due to statute of limitation. The prosecution appealed against the ruling. The Court of Appeal cancelled the sentence and sent the criminal case against Kobozev for review.
Today the Central District Court sentenced him to 9 years to be served in a minimum-security penal colony and a fine of 1 million 200 thousand rubles.
