Investigation against former director of Central Naval Museum of Defense Ministry Andrey Lyalin finished

The Main Military Investigations Directorate of the Russia’s Investigative Committee has finished investigating a criminal case opened in stealing of funds while organizing moving of assets and exhibits of the Federal State Public Institution of Culture and Art, Central Naval Museum (CNM) of the Russian Ministry of Defense. Former Director of the CNM Andrey Lyalin is charged with a crime under part 6 of article 290 of the RF Penal Code (receiving bribe by an official on an especially large scale), part 3 of article 285 (abuse of authority) and part 2 of article 292 (forgery).

On 6 December 2010 after a closed tender, the Russian Ministry of Defense signed a state contract with limited liability company NEVISS-Complex represented by its CEO Alexander Shvirikasov. Under the contract the company undertook in the period between December 7, 2010 and December 20, 2011 to execute work to move the CNM assets and displays to a new address. According to the estimate the expense of moving the Museum’s collections and equipment stood at 986 million rubles.

According to investigators, in December 2010 Lyalin informed Shvirikasov that he was in charge of supervising and accepting the ready work and demanded from the latter a bribe of 10 % of the state contract for accepting the equipment, work and services under the contract and signing necessary documents without any complaints.

This way, in 2010-2011, for his illegal actions Lyalin received from Shvirikasov a bribe of 56 million rubles from budgetary funds allocated for the state contract. Due to financial problems in NEVISS-Complex Shvirikasov did not give Lyalin the rest 42.6 million rubles promised him as a bribe.

As a result of Lyalin’s wrongdoings 986 million rubles were transferred to the accounts of Shvirikasov’s company. Moreover, NEVISS-Complex failed to carry out its obligations under the contract in time and in full. When the crime was revealed the cost of the non-provided services stood at 647 million rubles.

By the present time investigating operations have been finished, Lyalin and Shvirikasov have started to read the files of the case.
