In Moscow former high ranking official of Penitentiary Service found guilty of fraud on especially large scale

A court has recognized the evidence gathered by Moscow Main Investigations Directorate of the Russia’s Investigative Committee sufficient to convict former deputy head of economic security department for facilities of the penitentiary system of the operative office of the Federal Penitentiary Service Alexander Tyurin. He was found guilty of fraud committed by a group of people in a previous concert on an especially large scale (part 4 of article 159 of the RF Penal Code, part 3 of article 30, part 4 of article 159).

The court and investigators found that Tyurin and a subordinate of his senior special operative agent Igor Fomeko revealed facts of financial violations in manufacturing electronic monitoring systems and ungrounded price overrating during the audit of economical and production activity of Samara branch of Center of Engineering and Technical Provision and Communications of the Federal Penitentiary Service. They decided to use the information in their own interests and started demanding from the CEO of the commercial organization 40 million rubles. It was assumed that if they had the money, the information on the violations and material damage caused to the Federal Penitentiary Service would not be transmitted to the senior officials keeping the contract between the organizations valid and that the employees of the organization would not be prosecuted for stealing budgetary money. In October 2012, the money was given to the accomplices.

Later Tyurin and his acquaintance Anatoly Surovov demanded another 40 million rubles from the CEO for resuming payments under the contracts concluded between the facility and the commercial organization and ensuring more contracts on supply of products for the Federal Penitentiary Service. The fact was revealed by operative agents of the Federal Security Service and internal security service of the Russian Federal Penitentiary Service, who managed to hold Surovov on 18 December during receiving 10 million rubles from the businessman. The same day the other accomplices were detained.

The court has sentenced Tyurin, whose case was severed into a separate lawsuit, to 4 years to be served in a minimum-security penal colony.

The criminal cases against two accomplices who are remanded in custody have been sent to court to be tried on the merits.
