Sentence passed upon former high-ranking officials of Irkutsk Region government and others

A court has recognized the evidence gathered by the investigating bodies of the Russia’s Investigative Committee for the Irkutsk Region sufficient to convict former first deputy minister of economic development and industry of the Irkutsk Region Rita Nizamova, former minister of social development and guardianship Yulia Zhuravlyova and businessman Nikolai Shcherbakov. Depending on the role of each one, they were found guilty of crimes under part 6 of article 290 of the RF Penal Code (bribetaking), paragraph “b” of part 4 of article 291 (giving a bribe on an especially large scale), part 4 of article 291.1 (intermediacy in bribery).

The court and investigators have found that Nizamova, being deputy head of interagency commission for migration, received a bribe from Irkutsk businesspeople Shcherbakov and Zhuravlyova for agreeing the documents on recruitment of foreign workers for a number of private firms in Irkutsk. During the probe investigators got information that former minister of the Irkutsk Region Government Semyon Krut had been involved in the crime. He, having connections with high-ranking officials of the Irkutsk Region, gave advice on agreeing the bribes in connection with quotas of foreign work force for construction companies in Irkutsk.

It should be noted that at first, no-one of the defendants wished to cooperate with the investigators. The criminal case consists of 19 volumes. Pending the trial Zhuravlyova and Nizamova were kept under house arrest, Krut was released on bail, and Shcherbakov was released on recognizance.

The criminal case was initiated based on the files provided by the Irkutsk Region Office of the Federal Security Service.

The court sentenced Nizamova to 9 years to be served in a minimum-security penal colony and a fine of 121 million rubles, Krut to 5 years to be served in a maximum-security penal colony and a fine of 4.7 million rubles, Zhuravlyova to 5 years to be served in a minimum-security penal colony and a fine of 5 million rubles and Shcherbakov to 4 years in a maximum-security colony and a fine of 4.7 million rubles.
