In Astrakhan Region former director of Raznochinovka nursing home for mentally retarded children found guilty of abuse of authority entailing grave consequences

A court has recognized the evidence gathered by the Astrakhan Region investigating bodies of the Russia’s Investigative Committee sufficient to convict former director of Raznochinovka children’s nursing home for mentally retarded children Valentina Urazaliyeva. She was found guilty of abuse of authority entailing grave consequences (part 3 of article 285 of the RF Penal Code).

The court and investigators have found that in May 2001, a man kidnapped and raped a 6-year-old inmate of the nursing home suffering from cerebral spastic infantile paralysis and oligophrenia.

Urazaliyeva, knew about the especially serious crime committed against the small girl, but hid the fact for a long time not wanting to be disciplined or dismissed from her post. In addition, she took various measures to prevent her subordinates from reporting the crime to law enforcement, healthcare officials or other state services, which resulted in the fact that the girl received medical aid too late and grave consequences for her health and the belated prosecution of the person, who had committed the crime.

Thanks to close cooperation between the officials of the Astrakhan Region Investigations Directorate and their colleagues from the North Caucasus Federal District Main Investigations Directorate the rape was solved in October 2012 and the rapist identified and arrested.

In December 2013, a court, based on the guilty verdict returned by the jury, sentenced the 49-year-old man to 15 years to be serviced in a maximum-security penal colony. He was also bound to pay 500 thousand rubles of moral damages to the victim’s family.

The court has given Urazaliyeva a suspended sentence of 4 years in prison and banned her from occupying any positions connected with children’s education for 2 years.
