In St. Petersburg criminal investigation launched in child’s thermal burns

On 16 July 2014, a 6-year-old boy was taken to hospital from No 3/3 in Rabfakovskaya Street in the city of Saint-Petersburg in serious condition with thermal burns to 35% of legs. Saint-Petersburg Main Investigations Directorate of the Russia’s Investigative Committee launched a criminal investigation into a crime under part 2 of article 293 of the RF Penal Code after rupture of a heating main caused by negligence of unidentified officials.

According to preliminary information, the main broke and the soil was washed away as a result of testing activities. The child was on a walk with his mother, when he walked on the lawn above the ruptured main and fell into the hole filled with boiling hot water.

As the officials in charge of operation of the said main took no immediate measures to deal with the incident, the investigating bodies started criminal proceedings.

At present investigators are finding out all the circumstances of the incident. They have examined the incident site and questioned eyewitnesses and the boy’s parents. The investigators are going to identify the officials in charge of the heating main. The investigation is ongoing.
