In Moscow Region Deputy Head of Borodino Rural Settlement and her accomplices to face trial on charges of land fraud

The Moscow Region investigating bodies of the Russia’s investigative Committee have finished investigating a criminal case against Deputy Head of Borodino Rural Settlement Maya Sklyuyeva and Vyacheslav Serafonov charged with crimes under part 4 of article 159 of the RF Criminal Code (a large-scale fraud committed by a person through his/her official position), as well as against Aleksandr Nizhnitskiy and his wife Valentina Nizhnitskaya charged with offences under part 3 of article 159 of the RF Criminal Code (large-scale fraud).

According to investigators, in the period between January of 2004 and January of 2008, using their official positions, Head of Borodino Rural Settlement, Mozhaysk district, Moscow Region Nadezhda Fedeshova and her deputy Maya Sklyuyeva conspired with Vyacheslav Serafonov to illegally register land ownership certificates in the name of the latter. Those papers entitled him to dispose of plots of land in the village of Staroye Selo and the village of Borodino in Mozhaysk District, Moscow Region. As a result of those actions, the Mozhaysk District budget suffered damages amounting to over 2.5 million rubles.

Apart from this, in the period between January of 2006 and May of 2007, Nadezhda Fedeshova and her deputy Maya Sklyuyeva conspired with Valentina Nizhnitskaya to register a land ownership certificate in the name of the latter’s husband Aleksandr Nizhnitskiy, through which he gained possession of a plot of land in the village of Kosmovo, Mozhaysk District, Moscow Region thus causing damages of over 900 thousand rubles to the budget of Mozhaysk District.

Investigation against Head of Borodino Rural Settlement, Mozhaysk District, Moscow Region Nadezhda Fedeshova was ceased due to her death. Her deputy Maya Sklyuyeva was earlier sentenced to imprisonment for similar offenses.

Investigators have gathered enough evidence and the case against Sklyuyeva and her accomplice with the approved indictment has been forwarded to court to be tried on the merits.
