In Amur Region criminal case opened into fact of negligence in preparation of documents for adoption of Russian child deceased in Italy

The Amur Region investigative agencies of the Investigative Committee of the Russian Federation opened a criminal case into the fact of negligence in preparation of documents for the adoption of a child, who had died in foster care, by Italian citizens (Part 2 of Article 293 of the RF Criminal Code).

The decision to initiate a criminal case had been made upon obtaining the results of the procedural check, during which the data had been obtained on possible negligence on the part of public officials of the central and local authorities of the Amur Region ​​in preparing documents for the adoption of the boy in 2012.

Investigators will also give legal assessment to the implementation of their responsibilities of preparing and checking the documents on the refusal to grant custody of the child to his relatives and in cases when Russian citizens applied for the adoption of the boy, as well as the responsibilities of monitoring the living conditions and upbringing of the child in the foster family.

Currently, investigators are going to carry out a set of investigation operations aimed at establishing all the circumstances of the incident.

The Investigative Committee of the Russian Federation has always been standing guard over the rights and lawful interests of children, citizens of the Russian Federation located anywhere in the world, and intends to conduct full and impartial investigation into the circumstances of preparing the documents for the transfer of the child to foreign adoptive parents.
