In Perm Territory director of facility manager found guilty of breaching safety killing two children in building collapse

A court has found the evidence gathered by the investigating bodies of the Russia’s Investigative Committee for the Perm Territory sufficient to convict a director of a facility manager, who was found guilty of a crime under part 3 of article 238 of the RF Penal Code (executing works or providing services not meeting safety requirements inflicting by negligence death of two or more people).

The court and investigators have found that due to failure by the defendant to organize and timely repair a house on Sverdlov street in the town of Kungur, the building partly collapsed at night of 24 May 2013, involving subsequent progressive destruction of floors on the second and then first floors. The collapse killed 2 small children (a 5-year-old girl and her 18-month-old brother), who lived with their parents in a flat on the first floor of the building. The investigators questioned over 50 witnesses, ran several complex forensic analyses. There are 11 volumes of criminal files.

The court has sentenced the man to 3 years to be served in a minimum-security penal colony and banned him from running any business in the area of services for 2.5 years. The court also awarded 6 million rubles of damages to the victims’ parents.
