In Yaroslavl Region former head of guardianship department of Rostov Municipal District Education Office held on charges of negligence entailing death of small girl

The Yaroslavl Region investigating bodies of the Russia’s Investigative Committee continue investigating a criminal case against officials of the guardianship department of Rostov Municipal District Education Office whose negligence led to the death of a 13-year-old girl in the village of Moseytsevo. Former head of the guardianship department of Rostov Municipal District Education Office Galina Rassamagina has been detained today on suspicions of a crime under part 2 of article 293 of the RF Penal Code (negligence entailing death of a person by negligence). Investigators are planning to file a request with court asking to remand the suspect in custody pending trial.

It has been reported earlier that the crime was revealed during an investigation opened against a 67-year-old resident of the village of Moseytsevo, Rostov District charged with deliberate grievous bodily harm that entailed death of her 13-year-old daughter.

According to investigators minors were living in the accused family at different periods of time and sometimes without their legal representatives. In the period between 2012 and 2014 guardianship department of Rostov Municipal District Education Office several times received reports on violation of children’s rights. During a meeting of the juvenile commission considered the information received from the police concerning problems in the family based on the reports received by the police requesting take measures. No proper check had been done in the facts, no evaluation has been given to the checks, and no measures were taken to protect the rights of minors.

In addition, the criminal records show that in 2013-2014 the accused and an acquaintance of hers deliberately caused the children physical and mental sufferings by regular beatings and other harassments. Though the officials of the guardianship department had information that the children lived under circumstances threatening their health and life, they did not take any measures to stop it.

Resulted from negligence of the guardianship officials, a 13-year-old girl that lived in the family died of beating. Her mother and her friend beat up the girl causing her a closed brain injury. The girl died on the spot. The criminal case was opened over a crime under part 4 of article 111 of the RF Penal Code. Both women were apprehended and placed in custody.

The investigation is ongoing.
