In Yamal-Nenets Autonomous Area teacher of children’s home and four local residents to stand trial for reckless homicide

The investigating bodies of the Russia’s Investigative Committee for Yamal-Nenets Autonomous Area have finished investigating a criminal case against a teacher of a Nakhodka children’s home and four residents of the village of Nakhodka. Depending on the role of each one they are charged with a crime under parts 1 and 2 of article 109 of the RF Penal Code (reckless homicide due to improper discharge by a person of their professional duties).

According to investigators, on 27 September 2014, between 7:30 and 8 AM, the teacher of the Nakhodka children’s home being aware that there was an out-of-control pack of dogs belonging to four local residents violated her job description and sent a 9-year-old girl to the dormitory to fetch the documents she had left there. While the girl was walking from the academic building to the dormitory the 5-strong pack of dogs attacked her and bit. The girl died on the spot.

During the inquiry the investigators have found out that the dogs and other animals had free access to the facility’s premises during a long time. The dogs’ owners did not control their pets. The facility’s staff and inmates fed the dogs regularly. The investigators also revealed that the dogs had attacked other inmates but without causing any serious damage. The senior staff of the children’s home did not react to the situation in any way.

There is an ongoing investigation against the headmaster of the Nakhodka children’s home suspected of negligence leading to the death of a child (part 2 of article 293 of the RF Penal Code). The indictment has been approved against the teacher of the facility and four local residents. It has been sent to court to be considered on the merits.
