On 22 April 2015, one of the federal channels showed a story telling that two weeks ago three starved children aged 12, 10 and 7 had been taken from a woman from Zubtsov District, Tver Region. The fourth child aged 2 stayed with the mother, but the boy is also starved and weighs only 7 kg. The mother does not think herself guilty of the children’s condition and blames it on her ex-husband. However, the man told that he had left to work in order to earn for the food for their children. Tver Region investigating bodies of the Russia’s Investigative Committee have immediately launched a preliminary investigation into the situation.

Investigators are going to clear out all the circumstances published in the mass media and check if the actions of the officials of Zubtsov District social security office contained signs of a crime under article 293 of the RF Penal Code (negligence). A procedural decision will be made following the check.
