In Tver Region investigation opened in negligence of officials of territorial office of social protection

On 22 April 2015, one of the federal channels showed a story telling that two weeks ago three starved children aged 12, 10 and 7 had been taken from a woman from Zubtsov District, Tver Region. The fourth child aged 2 stayed with the mother, but the boy is also starved and weighs only 7 kg. Tver Region investigating bodies of the Russia’s Investigative Committee immediately arranged a pre-investigating check followed by an investigation in a crime under part 1 of article 293 of the RF Penal Code (negligence).

According to investigators, in the period between 2012 and 10 April 2015, the family of the woman with four children aged between 2 and 11 and put on record in social protection authorities became socially dangerous for the children because their parents stopped caring about their food, clothes and due to other violations to the requirements of raising and keeping small children. Officials of the Zubtsov District office of social protection of the Tvern Region Ministry of Social Protection failed to provide proper control over compliance with the laws of Russia and Tver Region concerning protection of rights and legal interests of children in need of help from the state. They confiscated the children too late, so they had had to be in that socially dangerous position for the said period of time.

A set of investigative operations is going to be carried out to find out all the circumstances of the crime. Actions of the officials will be qualified. The investigation is ongoing.
