Minister of Finance of Khakassia suspected of abuse of powers

Khakassia investigating bodies of the Russia’s Investigative Committee have launched an investigation against Minister of Finance of Khakassia Semyon Ayeshin. He is suspected of a crime under part 2 of article 286 of the RF Penal Code (abuse of powers).

In January 2014, the Government of Khakassia, Russian Ministry of Health and Federal Fund of Compulsory Medical Insurance concluded an agreement providing for co-financing of a regional program “Modernization of Helathcare in the Republic of Khakassia in 2011-2016” concerning financial provision of designing, construction and placing in operation a perinatal center. The sum allocated on construction exceeded 3 billion 500 million rubles. For implementation of the agreement, in February 2014, budget of the republic received over 2 billion 250 million rubles from the budget of the Federal Fund of Compulsory Medical Insurance.

According to investigators, between February and December 2014, the Minister of finance used his authority and gave orders to misuse the funds allocated to the republic by the Federal Fund of Compulsory Medical Insurance as subsidies for construction of the perinatal center which then led to the deficit in the republican budget. To finance the deficit the regional ministry of finance in 2015 got loans which later were used to cover the misuse of funds, causing considerable violation of legal interests of the society and the state.

At present investigators are taking measures to find out all the circumstances of the crime. The investigation is ongoing.
