Senior officials of Tver Region traffic police suspected of corruption

The Tver Region investigating bodies of the Russia’s Investigative Committee have opened a criminal investigation against acting Chief of the Tver Region Traffic Police office Alexey Smirnov, Head of the Center for Automatic Registration of Administrative Violations of the Tver Region Traffic Police Office Konstantin Baranov and Commander of a specialized battalion of the Traffic Police Arkady Koptyakov. They are suspected of a crime under paragraphs “a” and “c” of part 5 of article 290 of the RF Penal Code (bribery by a group of people on a large scale). There is also a criminal investigation against CEO of OAO Tvergazstroy suspected of a crime under paragraph “b” of part 4 of article 291 of the RF Penal Code (giving a bribe on a large scale).

According to investigators, in the period of time between 30 October 2013 and 30 June 2014, Smirnov, Baranov and Koptyakov conspired and received from the Deputy CEO of Tvergazstroy a bribe in the form of supplying with gas some real estates in their interests worth over 336 thousand rubles for patronage and connivance.

The criminal investigation was opened based on the records provided by the Tver Region Office of the Federal Security Service in cooperation with the internal security service of the Tver Region Office of the Ministry of the Interior.

At present, Smirnov, Baranov and the Deputy CEO of Tvergazstroy are detained and custodial restraint is expected. Koptyakov is being looked for. Investigative operations are underway to find out all the circumstances of the crime, collect and consolidate the evidence. The investigation is under control of the senior officials of the Tver Region Investigations Directorate.
