A court has recognized the evidence gathered by the Ryazan Region investigating bodies of the Russia’s Investigative sufficient to convict former head of the Ryazan Region Traffic Police Office Alexander Alfosov, his former deputy Valery Vyshinsky and former deputy head of the Traffic Police inter-district registration and examination department Igor Teslenko. Depending on the role of each one they were found guilty of a series of crimes under parts 1, 2, 3 of part 290 of the RF Penal Code (bribery), parts 1 and 2 of article 159 (fraud).

The investigation was opened in April 2012, when employees of the Main Internal Security Office of the Russian Ministry of the Interior and Ryazan Region Office of the Federal Security Service held Alfosov after he had received a bribe of 459 thousand rubles via his subordinate in his office.

The court and investigators have revealed that the senior officials of the Traffic Police Office forced the personnel to issue so-called “pretty number plates” and driving licenses for fees. They received money from employees of the Traffic Police Office for general patronage and connivance. They also took bribes from businessmen for not fining them for administrative offences and for providing police cars for escorting transportation of large cargoes. In all, they are charged with getting about 2 million rubles worth of bribes.

In addition, according to investigators, in July 2011, Alfosov purchased a certificate of Ph.D. in economics, which he submitted to the HR and finance support center of the Ryazan Region Office of the Russian Ministry of the Interior to get a bonus for a degree. This way, he illegally got about 13 thousand rubles.

The court has sentenced Alfosov to 5 years 3 months to be served in a minimum-security penal colony and a fine of 8 million rubles, Vyshinsky to 5 years in a minimum-security penal colony and a fire of 4.5 million rubles, Teslenko to 4 years 9 months to be served in a minimum-security penal colony and a fine of 2 million 750 thousand rubles.
