Ex-deputy mayor of Chita and his accomplices found guilty of bribery and office abuse

A court has recognized the evidence gathered by the Transbaikalian Territory Office of the Investigative Committee sufficient to convict former deputy mayor of the city of Chita Vyacheslav Shulyakovsky, former head of finance and economic department of the infrastructure development committee of the Chita city administration Tatyana Okhrimenko and top managers of real estate firms Aleksandr Krutikov and Ivan Maltsev. Depending on the role of each one, they were found guilty of abuse of authority entailing serious consequences (Part 3 of Article 285 of the RF Penal Code), bribe taking (Part 6 of Article 290), giving a bribe (Part 5 of Article 291), as well as solicitation and complicity in abusing authority (Parts 4 and 5 of Article 33 and Part 3 of Article 285).

The court and investigators have revealed that in 2010-2012 Vyachslav Shulyakovsky headed the auction committee to buy housing for orphans. However he used his office to make money on it by ensuring that two real estate firms Domaks and Kreditlain won the auctions on purchasing by city administration flats for orphans. The official evaluated his services at over 2.8 million rubles given to him by Krutikov and Maltsev as bribes by tranches of between 25 and 50 thousand rubles for each purchased flat. To restrict the access to the auctions for other companies Shulyakovsky employed Okhrimenko, who processed auction documents and whom he trusted. They changed some letters in the auction notices for Latin ones when posting them on the Internet thus making them impossible to be tracked through search engines. The auctions were won by the said companies, which then sold the flats at inflated prices.

This way, the mayor’s office bought some 60 flats worth over 75 million rubles which is 15 million more than their real cost and caused considerable damage to the budget.

The court has sentenced Shlyakovsky to 12 years in a maximum-security correctional facility. Okhrimenko got 6 years in prison, Krutikov and Maltsev got a suspended sentence of 5 years.
