Investigative Committee Chairman Alexander Bastrykin assumes special control over probe into provision of sub-standard medical aid in maternity hospital to woman from Ryazan Region

The Ryazan Region Office of the Investigative Committee is conducting an investigation opened into a crime under Part 1 of Article 238 of the RF Penal Code following sub-standard medical aid provided to a 21-year-old woman.

According to investigators, on 29 September 2016, a woman in labor was admitted to maternity hospital No 2 in Ryazan. She was moved to a delivery room on 30 September when the childbirth started. Several hours later the doctor on call found that there was no fetal heartbeat. According to medical papers, during the subsequent surgery doctors delivered a dead full-term female fetus.

Husband of the woman has recently informed the Chairman of the Investigative Committee, that during those several hours nobody of the doctors approached his wife.

At present, investigative operations are underway to find out all the detail of the incident and to identify those involved in the death of the baby. Investigators have assigned a forensic medical examination, they are studying the medical documents, questioning the staff of the hospital and have requested respective data from the regional office of Roszdravnadzor (the federal health care oversight service) and the regional Ministry of Health. The investigation will give a final assessment to the actions of the medical staff of the maternity hospital when they determined their tactics and methods of delivery and were taking measures to prevent negative consequences of the childbirth. The progress of the investigation is under special control of the Chairman of the Investigative Committee.
