Probe finished against former head of Penitentiary Service’s Komi Office, his former deputy, former head of penal settlement and employee of company charged with stealing and grand bribery

The Komi Republic Office of the RF Investigative Committee has finished criminal proceedings against former head of the Penitentiary Service’s Komi Office Alexander Protopopov, his former deputy Valery Ivanov, former head of penal settlement No 34 Roman Korzhov and employee of OOO Estet Romal Dzhabbarly. They are charged with embezzlement under Part 4 of Article 160 of the RF Penal Code. Protopov is also charged with taking a bribe for illegal actions on a large scale under Part 5, item “c” of Article 290 of the RF Penal Code.

According to investigators, from March 2014 to October 2015, Protopopov serving as the head of the regional penitentiary authority acted in a group of people in a prior conspiracy with Ivanov, Korzhov and Dzhabbarly and dismounted and took away more than 200,000 reinforced concrete slabs that made over 50 km of motorways linking the settlement of Vozhskoye, Udorsky District and the settlement of Vezhaika, Ust-Vymsky District with Arkhangelsk Region. The said motorways were federally owned and were assigned to be managed by Institution M-222/6 of the Ministry of Justice’s Penitentiary Directorate and Institution M-222/3 of the same directorate, and after they had been liquidated were handed over to penal colony No 34 and penal colony No 32. By selling the stolen federal property, Protopopov got from Dzhabbarly 725,000 rubles. The RF budget suffered a damage of more than 14 million rubles.

In addition, from August to December 2014, Protopopov violated the competition protection law when he created conditions under which Estet company finalized contracts with correctional facilities for supply of vegetables, for which he received from an employee of Dzhabbarly’s company a bribe of 625,000 rubles. The total price of the contracts was less than 10.5 million rubles, but Estet got at least 1.6 million rubles in profit.

Protopopov pleaded not guilty, Ivanov and Korzhov admitted guilt partially, while Dzhabbarly pleaded guilty.

The investigators have enough evidence so the criminal case has been sent for the indictment to be signed and then will be referred to court.
