In Kamchatka Territory, probe laucnehd in death of resident of Petropavlovsk-Kamchatsky

The Kamchatka Territory Office of the Investigative Committee has opened an investigation in negligent homicide under part 1 of Article 109 of the RF Penal Code after failure to provide timely emergency medical aid to a 21-year-old resident of the city of Petropavlovsk-Kamchatsky in Tsiolkovsky Street. The man had died before an emergency medical team arrived.

According to investigators, on 10 January 2017, the 21-year-old man was in his flat in Tsiolkovsky Street with his brother. At some point the man felt unwell and his brother called an ambulance. The medics arrived only to certify his death.

According to medical personnel, they were hampered on their way to the patient by a car driven by a woman.

At present a set of investigative operations are underway to find out all the circumstances surrounding the incident. The people in the car that blocked the way for the ambulance have been identified and they are going to be questioned and receive legal assessment to their actions. In addition, the investigators are going to check if there is a cause-and-effect relation between the man’s death and the car incident as well as if the medical personnel did their best to help the patient.
