Investigative Committee Chairman orders checks into allocation and expense of budget funds on sponsoring animal shelters and animal abuse

Following the order of Chairman of the Investigative Committee Alexander Bastrykin the Nizhny Novgorod Region Office of the Investigative Committee has launched a preliminary check into illegal actions of the administration of a district in Nizhny Novgorod to sponsor an animal shelter.

A federal TV channel has broadcast today a footage of yet another instance of animal abuse in Nizhny Novgorod Region. The footage showed a commercial organization that caught stray animals and was sponsored by the Nizhny Novgorod city budget. The footage clearly shows inhumane conditions animals are being kept in. Earlier, voulnteers found there some 200 dead animals. Allegedly for the purpose of euthanasia the animals had gotten shots with an overdose and then died in tortures. There are now a little more than two dozens of animals reduced to skin and bone.

During the check the investigators are going to give a legal assessment to the actions of officials who allocated the funds on that shelter, those who spent them, as well as officials responsible for overseeing the activity of such facilities. In addition, the investigators are going to check other shelters animal shelters in the city. A procedural decision will be made following the results of the check.

In addition, Mr. Bastrykin has ordered that an investigation in animal abuse under Part 1 of Article 245 of the RF Penal Code should be passed on from police to the Investigative Committee.
