In Novosibirsk Region, charges pressed in riding school roof collapse

The Novosibirsk Region office of the Investigative Committee continues investigating the execution of work and provision of services that did not meet safety standards and entailed death of two or more people under Part 3 of Article 238 of the RF Penal Code after the roof of the riding school Allur located near the settlement of Novy, Novosibirsk Region collapsed on 19 January 2017 and killed a 45-year-old trainer and a 15-year-old girl.

A 47-year-old businessman who rented the premises of the riding school has been questioned and detained. Today the investigators have brought charges against him. He is now expecting a custodial restraint.

Preliminary investigation has revealed that the businessman provided entertaining services including horse riding and riding lessons. Investigators believe that the roof caved in under the weight of snow and fell on a group of 7 people who were riding on the arena.

Forensic specialists of the Investigative Committee’s Novosibirsk Region Office have completed examining the scene. They used modern equipment to document the evidence. Experts of the Siberian Regional Forensic Center, employees of the Siberian Office of Rostekhnadzor (the federal environmental, technological and nuclear safety inspectorate) and of the Novosibirsk Region Office of the Interior Ministry were involved in the examination as well. A construction examination has been ordered which will show the reasons for the collapse. The investigation is ongoing.
