Following media reports on violation of rights of residents of Novoye Aristovo cottage settlement, Solnechnogorsk District, the Moscow Region Directorate of the Investigative Committee has opened an investigation in arbitrariness under part 1 of Article 330 of the RF Criminal Code.

A federal TV channel showed a story that residents of the settlements are blocked from entering the settlement though there is a court decision on free access to the houses. Following the order of the Chairman of the Investigative Committee the Moscow Region Directorate launched a check in the incident immediately and opened an investigation.

So far investigators have established that in June 2017, senior officials of OOO Avangard+, the property management company prohibited access to the settlement to residents who have unpaid housing bills. Despite the law and the decision of the Solnechnogorsk town court they ordered the security officers guarding the settlement to block the road.

At present, the investigators are carrying investigative operations to find out all the circumstances of the incident and identify those who are responsible for that. The investigation is ongoing.
