In Sakhalin Region, probe launched in failure to discharge parental duties by ex-con woman

The Sakhalin Region Office of the Investigative Committee has initiated criminal proceedings against a 34-year-old woman from Makarov District suspected of failure to discharge parental duties under Article 156 of the RF Criminal Code.

According to investigators, the woman has two children a 1-year-old boy and a 6-year-old girl. She was registered at the child protection service, so the officials controlled the living conditions in the family. On 7 and 9 June 2017, during a checkup visit, the officials found the mother under the influence. The children then were admitted to the children’s department of the Makarov District Hospital.

A nurse there humiliated and insulted the children catching it on a camera. The regional investigative authority is now running a check into the incident. The nurse has been dismissed and interrogated.

The investigators have examined the mother’s flat. A forensic medical examination has been ordered to see if the children have injuries. They are planning to question the suspect, neighbors and staff of the hospital.

In addition, as part of a check in violation of privacy of a family who took the 1-year-old boy under interim custody, the investigators are going to give legal assessment to the actions of a journalist who made videos and then spread them in mass media. Because of the journalist’s actions the guardian returned the boy and he had to be placed in a children’s home in the town of Yuzhno-Sakhalinsk.
