Head of district traffic police department detained in Khanty-Mansi Autonomous Area-Yugra for assisting staffer to hide drunk driving accident

The Head Office of the Investigative Committee has launched an investigation against head of the Oktyabrskoye District traffic police department of the Interior Ministry’s Khanty-Mansi Autonomous Area-Yugra Office Yevgeny Mukhortikov suspected of abuse of power under Part 3 of Article 285 of the RF Criminal Code.

According to investigators, on 29 September 2017, Mukhortikov received a report that a subordinate of his Batyrkhan Daudov caused a traffic accident. He arrived at the scene and carried out an on-site alcohol and drug check of Daudov which showed that the latter one was drunk. Mukhortikov destroyed the examination protocol and did not make a corresponding report on the results of the examination in order to help Daudov and to avoid disciplining for the actions of the subordinate.

Mukhortikov did not hand over to a criminal investigation team the examination reports causing the loss of evidence that Daudov had committed a crime under Part 4 of Article 264 of the RF Criminal Code.

By now, Mukhortikov has been detained in accordance with Article 91 of the Criminal Procedure Code and has been charged with abuse of power. The investigators are going to ask courts to place the accused in custody pending trial.
