Traffic police officer charged with death of 15-year-old placed in custody in Khanty-Mansi Autonomous Area-Yugra

The Head Office of the Investigative Committee continues criminal proceedings against a traffic police officer charged with driving under influence causing death of a person under part 4 of Article 264 and negligence under Part 1 of Article 293 of the RF Criminal Code.

According to investigators, the traffic accident involving a UAZ car driven by a traffic police officer and a motorbike ridden by a 15-year-old boy happened on 29 September 2017 about 4 PM in the settlement of Peregrebnoye, Oktyabrskoye District. The teenager died in the accident. The investigators believe that the traffic police officer was drunk at the moment of the accident. In addition, they classified his actions as negligence as aware that there was a teenager riding a motorbike without driving license in his area of responsibility, he failed to take steps to stop the motorbike and put it in a pound which led to the accident.

On 26 October 2017, a court rejected a request of the investigators to remand the accused in custody, but placed him under house arrest pending trial.

Considering the position of the injured part, that is the teenager’s father, wide public resonance and that the territorial penitentiary inspectorate has no capability to execute the court’s order, the investigators filed another request following order of the Chairman of the Investigative Committee. This time, a court has granted the request and taken the accused in custody.

As became known earlier, the Chairman held in Surgut a briefing, heard a report made by the head of the regional investigative authority and dismissed deputy head of Nyagan Inter-District Unit of the Khanty-Mansi Autonomous Area-Yugra Office of the Investigative Committee who had given order to traffic police officers to search residence of one of the witnesses. The legality of the officers’ actions is going to be checked as part of the investigation and if there are enough reasons they are going to be charged. The Chairman also ordered the control division of the Investigative Committee Central office to run an internal check to assess the rol of the senior officials of the regional investigative authority regarding procedural control over the inquest.

The investigators are going to run forensic examinations, look into the circumstances surrounding the accident and check legality of a number of investigative operations. The probe is controlled by the Chairman in person.
